My father said he went to school and graduated at standard 6 but I'm not sure which class that is in today's educational system. Does it refer to primary 6 or SS3 or what?

My father is at least enlightened today, speaks good English and can read and write but there are many students in secondary schools today who can hardly even speak good English.

this will be difficult to say or determine, for many reasons. when we talk of 'education' it goes beyond speaking & writing good English alone. In fact, if writing & speaking good english is the only yardstick to determine placement, then, it becomes even more difficult, because there are university & Poly graduates who can hardly speak correct sentence in English. Its a difficult task.

standard six is more than our university now cos we have low standard education value while before the standard is high cos the society is free from corruption and there is discipline in the society's.but now money is everything whether capable or not. hence you belong to upper class everything is granted.
